Transition Update - summary of the policies and procedures

Finance is such an important part of life and can be used effectively or ineffectively.

The Elim Movement is one single UK charity made up of all our churches and is one of the larger charities in the UK. The Charity Commission ensures that charities adopt best practice to improve their effectiveness and to comply with legal obligations. During their review of Elim’s procedures back in 2003 their report was positive, but stressed the importance of putting a good foundation of policies in place with regard to our overseas activity.

Not least of the concerns of the Charity Commission and Inland Revenue is the fact that money underpins all terrorist activity and they are aware that terrorist organisations may engage in generating income from legitimate businesses which could be in a different geographic location altogether, hence their desire for good practice with regard to overseas funds to be established. One way of doing this has been to put a procedure in place for all monies being sent overseas to be handled via the Missions Department.

The Charity Commission also advised that we need to show that we have influence over overseas ministries that are receiving funds from Elim. This is the reason for establishing a list of National Leadership Team (NLT) approved organisations for our churches to work with.

 

So since 2003 the NLT has worked closely with the Missions Department to put necessary procedures in place, with the desire to balance releasing and regulation and to hold these two in an acceptable tension, and also to bring clarity where in the past there may have been ambiguity.
